Welcome to Oster Home and School Club! We are a dedicated group of parents, and local community members working together to support and enhance the educational experience for all students at Oster Elementary School. Our team is committed to organizing various events, fundraisers, and programs that benefit the school and the students. We believe in the power of community involvement and collaboration to create a positive impact on the learning environment.
OSTER HSC BOARD – ROLES AND DUTIES
President
The President shall:

Preside over all meetings of the organization and the Executive Board.

Attend all Union School District Board meetings and PLC meetings.

Send out all notices for the organization’s meetings.
-
Set the annual budget with input from the Executive Board.

Guide the Board in planning HSC events and activities for the year.
-
Coordinate HSC event and activity dates with the Principal.
-
Field inquiries from administration and staff regarding any changes to budget requirements.
VP of Operations & Fundraising
The VP of Operations and Fundraising plays a critical role in ensuring the smooth execution and overall efficiency of the Home & School Club (HSC). This position focuses on building structure, optimizing processes, and supporting successful fundraising initiatives.

Troubleshoot and resolve fundraising challenges
VP of Communication & Marketing
The VP of Communication and Marketing is essential for promoting HSC’s mission, enhancing visibility, and building community engagement through consistent and strategic messaging.

Own and implement communication processes and guidelines for teacher and parent outreach
-
Improve communication strategies and platforms for efficiency
-
Coordinate with the IT team to implement effective communication tools
-
Develop and execute marketing strategies to promote HSC events and programs
-
Design volunteer recruitment campaigns
-
Organize volunteer appreciation efforts
-
Provide regular updates to the school administration and staff
-
Act as a public relations liaison to strengthen relationships within the HSC and Oster community
Co-VP of Events
The Co-VP of Events is instrumental in creating engaging and memorable experiences for the school community. This role ensures that events are well-planned, well-executed, and aligned with the HSC’s goals.

Recruit and support event leads for multiple school events

Meet with event leads to coordinate logistics, timelines, and expectations

Oversee event budgets and address challenges as they arise
-
Partner with the VP of Communication for event promotion
-
Manage logistics and day-of operations for events
-
Liaise with vendors and external partners, when necessary
-
Collaborate with Co-VP to allocate resources effectively
VP of Enrichment Programs
The VP of Enrichment Programs leads efforts to provide meaningful, engaging activities that enhance students’ educational experience beyond the classroom.

Coordinate the planning and execution of enrichment and after-school programs
-
Recruit and manage volunteers or helpers for program support
-
Oversee budgets and address program-related issues
-
Launch new programs as appropriate
-
Organize student sign-ups and ensure smooth registration processes
-
Work with the VP of Marketing to promote enrichment opportunities
Secretary
The Secretary shall:
-
Poll stakeholders (Board, teacher representatives, committee chairs, Principal) prior to each meeting to prepare the agenda.
-
Email the agenda and the previous meeting’s unapproved minutes to the President and Principal prior to the meeting.
-
Keep accurate records of all meeting proceedings.
-
Make unapproved copies of the latest meeting minutes available within one week and post them to the HSC website.
-
Be prepared to read the minutes of any previous meeting upon request.
-
Have access to Robert's Rules of Order, Revised.
-
Act as the primary communication point with the Principal for promoting HSC activities (gather content from Board and committee chairs and provide a concise write-up for the Principal’s weekly family communication).
-
Maintain HSC news and calendar on the HSC website.
-
Maintain the HSC Facebook page with updates on upcoming events (e.g., spirit days, picture day, meeting reminders).
(If a Social Media Chair is appointed, Facebook management can be delegated.)
(If a Webmaster is appointed, the Secretary will provide images and copy for implementation.)
Treasurer
The Treasurer shall:

Receive and deposit all monies on behalf of the organization weekly, in a bank approved by the Executive Board.

Reconcile the entity’s general ledger (GL) accounts with bank activity.
-
Manage all accounts to ensure alignment with the GL, including DHH checking, Science Camp savings, and the high-yield savings account.
-
Assist the Harvest Festival Chair with tracking wristband and ticket sales.
-
Assist the Education Fund Chair with tracking matching donations (e.g., Benevity reports, account maintenance with matching gift portals).
-
Collect and track 5th-grade Science Camp payments.
-
Maintain accurate records of all receipts and disbursements.
-
Present a financial statement at each regular meeting and upon request by the Executive Board.
-
Provide a full annual financial report to the organization.
-
Post the annual budget at Back-to-School Night.
-
Coordinate with the tax preparer and maintain liability insurance.
Auditor
The Auditor shall:

Audit the HSC accounts twice a year (as of July 31 and January 31).

Submit a written audit report to the organization by October 1 and April 1 each year.
